I doubt its drivable unless you have a snowmobile. Not that we have a ton of snow locally, but just knowing the path that road takes and some of the shadowy north facing terrain it follows, its going to be pretty well buried for winter.

I forget who mentioned it but I remember hearing someone say that they spoke to a ranger who had just locked up the shelter so you might double check that before you rely on it. Sorry I can't be more specific.
