Not sure if there is something like this in the US for the mountains, but I came across this online:
The Icelandic Association for Search and Rescue use this app to help with rescues (listed for driving emergencies, but assume other emergencies as well). Its Achilles heel is that it depends on a cell signal, but certainly better than nothing if you are up the river without a paddle, so to speak...

Re: Rescue App
There are plenty of emergency beacons which rely on GPS as opposed to cell towers. Some of them retail for as little as 80$. There's a much higher chance of being outside of cell service while hiking than while driving.
