I stumbled upon this mysterious desert metallic monument once, a long time ago. Then, my memory went blank.
I wonder if these two are connected? Maybe they are part of the transport system between Area 51 and Archuleta Mesa. :-k

That one was provided by American Airlines, perhaps to demonstrate their support for LNT principles.

I think yours is a lightening collector, well-grounded and useful in making the summit safe during a storm as long as you're not in direct contact with it.

They put metal contraptions for that purpose on many Texas peaks.
