No quota Nov 2 to April 30. I can't read apparently.

A permit is needed on the Whitney Trail year round. There is no quota from November 2 - April 30 so if you ask ye shall receive.
I have seen Rangers turn people around at Trail Crest who lack a permit and at least within season have fined folks $100-$200 when they don't have it.

This. Inyo National Forest has a lot more resources to have rangers in the field checking for permits. I’ve been checked numerous times in the eastern Sierra.
