Looked to be a guided bike outfitter up there with a shuttle and racks of bikes to take people up and let them ride down. FWIW - the parking passes appear very easy to forge or just print out duplicates, just a page you print out.
This is illegal?

When making the parking reservation on the Aspen website, you do not have to put in your license plate #. In however many years (3? 4?) of the parking reservation system, I have never seen a USFS ranger checking for parking reservations. I have departed after my allowed parking reservation time window on several occasions (yesterday, most recently) and never had anyone ask about it. The USFS hut halfway up the road is unmanned before 5 AM and the road is not gated or blocked.
Putting all this together......Operation Dark Bells is possible.
I have driven to Maroon Lake using both the parking reservation and with the more clandestine approach.
