Yes, that's what I am seeing as well. In the case of Conundrum Hot Springs this has been a long time coming as it has been overcrowded for years. While this will help reduce the impact of campsites, I wouldn't expect the traffic to drop off too much though as I know many people who hike to the hot springs as a day trip.
As far as Capitol Lake is concerned, it appears that they are requiring camping permits to limit the number of campers and impact they have been having in that area. Of course, to a certain degree, this will limit the amount of climbers on Capitol as well, as if you don't have a camping permit you will have to climb Capitol as a long day trip.
I'm actually surprised that Snowmass Lake wasn't included in this permit system too, as the last time I was up there in the summer a few years ago it was a s**t show.

Isn't Snowmass Lake covered under the 4 pass loop permit requirement?

I'm not sure, it could be, but as far as I could tell the FS hasn't released any information on Snowmass in particular. Also your comment about it being part of the 4 pass loop brings up the question what if you just want to camp at Snowmass Lake or Geneva Lake, but do not intend on doing the 4 Pass loop? Do you still need a permit? How are they going to police that? I guess we'll just have to wait and see...
