The aptly named Tundra Top in the San Juans is pretty flat. So is Red Deer Mountain north of Sawtooth Mountain in the Indian Peaks.

Pikes peak has gotta be the top of the list for 14ers. Bross, longs, Sherman, and Uncompahgre are all flat but no contest compared to Pikes.

As far as 13ers go, Horseshoe in the mosquitos is a big one. Potosi has a uniquely flat summit, as does Half, but they aren’t the biggest.

Ball, a 12er in the mosquitos, has a huge flat summit. Nothing compared to the Flattops but still an honorable mention for 12ers.

It's just a local claim that isn't true.

Joe recently analyzed the contour area of all the ranked peaks in Colorado at a 50' drop from the summit elevation. Here are the largest areas (one metric of flatness) that are greater than 300 acres. Take note that Black Hills and O V Mesa haven't undergone the manual lidar analysis process, so their summit elevations (and thus 50' drop elevations and thus areas) might end up different than below. It would probably be hard for Black Hills to lose the lead, though.
