Not certain, but believe this may be a Swainson's Hawk.

Yeah, I'd say its a Swainson's Hawk. Theyre pretty common.
Though it could be a juvenile Rough Legged Hawk
Some rise, some fall, some climb to get to terrapin

Not as good as a bear, but this guy was haunting our feeders a couple of months back. That's pigeon on his bill.
