What is this?
While hiking some peaks up on American Flats, I came across this white stuff in a
dry creek. I picked it up and it had the consistency of homemade paper. I think
it 'could' be old & dried algae from the summer (maybe bleached from the sun)?

Dried algae is correct.
I'm old, slow and fat. Unfortunately, those are my good qualities.
