Rails to Trails Conservancy has this in the works, with more than 50% complete. Sadly, it misses Colorado, but would still be amazing once completed.

I think off road means not on a road. I would guess if you're looking to go off-roading you might want to check out somewhere else.

Dirtwatson, Most likely the C&O Canal is the part by DC but you'll need to wait until they reveal the path to know for sure. But it's crushed gravel.

I'm assuming you mean just through the I90 corridor here, right? Cuz, the Snake River Plain in Southern ID is like one long trailer park.
Make wilderness less accessible.

There is already an excellent bike path that goes basically from Kansas City to St. Louis (Katy Trail) I'm surprised they didn't utilize that.

+1. Doesn't quite go all the way west to KC (yet), but it is close, and it is a great path. Seems like if you were aiming to get a project of this scope completed in a reasonable time frame, you would want to use sections that already exist.
